Port 80 Problems with multiple browser windows

We have SBS2003. When a client accesses the internet (using Internet
Options, LAN Settings, Proxy server address 192.168.0.1, port 8080 configured
in the browser) we have problems when we have multiple widows open. The
browser just locks up. A problem we commonly run in to is when we retrieve
information from a site which produces a .pdf file. The (remote) server
appearently produces an second window which opens a .pdf file in a third
window, causing everything to cease up.
Before on ISA2000 we were having the same problem. Eventually we opened up
port 80 going out with no authentication on the server (and no proxy server
configured in the browser). Everything ran fine aftter that.
My problem is that I can't remember how I did that.
Can someone help me with my problem?
