ISA array error

The publishing RPC service 192.168.0.61:135 cannot be reached.
Can anyone tell me why I'm getting this error? I have two ISA servers in an array, each with a publishing rule pointing to an Exchange server (the IP shown above). While I am able to connect through ISA Server A, I get the above error on ISA Server B (and no connection, either).
