Enterprise Rule blocking OWA rule

I had everything working. Exch 2007 and OWA through ISA server 2006. I was
able to access OWA thru the ISA server both internally and externally.
Everything was working fine.

My ISA server was not "racked". After testing everything and making sure it
worked I shutdown the ISA server...placed it in the rack...turned on and now
the Enterprise Rule is blocking access to the ISA Server.

Can anyone shed any light on why this would be? Basically all it is was a
reboot. I am using a single network topology but like I said..it was ALL
working before I shutdown and rebooted to place ISA in production.
