Is it possible to publish a server through ISA 2004 with a routable IP
address, instead of domain name?
All IP#s are routable, so I take it you mean the External IP of the ISA.
You don't publish Servers,...you Publish "services" (applications). So you
need to be more specific.
With Web sites,... using the IP# only,..is possible,...but you should not.
There can be problems with that.
With other things beside Web Sites it can only be by the IP#.
