It is not intruderware. It is the most secure and most flexible type of ISA
Client you can run.

I don't know what to tell you. ISA 2000 does not have the troublshooting
functionality that 2004 and 2006 have. Most likely the system you are using
is not implementing the NTP Protocol in a standardized way that the ISA's
NTP Protocol expects. NTP is one of those things that not everybody does it
exactly the same way.
If ISA is blocking it then it will show it in the logs. If it doesn't show
it in the logs then ISA is not blocking it. If you find it in the logs then
look at the traffic specs in the log and see if it is doing more than what
the default NTP Protocol is designed to do. In that case you would have to
create your own custom Protocol that matches the traffic profile and use it
in the Rule.
