ISA Server Enterprise Array configuration on separate sub-nets

Sorry if I posted in the wrong section, please let me know!

My company is planning a SharePoint 2007 High Availability-Disaster Recovery
configuration and I am the lead for this project. We plan to have the
capability to be up and running if our present Data Center in Bellevue losses
power or worst the joint burns down. Our goal is to have our Data Center in
Seattle to host the Fail-Over SharePoint Farm. One additional point we have a
second Web Application which is our Dynamics Business Portal Site.
The Data Centers Bellevue and Seattle are connected via Dual T-1’s.
Present Configuration (Bellevue, Wa) Data Center:
A. 1 Windows 2003 ISA 2006 Server Standard – Published Two sites for
external access and Single Signe On.
B. 1 Windows 2003 Web-Front End Server
C. 1 Windows 2003 64-Bit SQL 64-Bit Data Base
D. 1 Windows 2003 Index/Search Server
a. I plan to install a Second Web-Front End Sever on this BOX via Virtual
Server.
E. Marathon everRun FT will be used on our SQL DB Server to provide High
availability to SQL in our Seattle DC.
Planned Configuration (Seattle, Wa) Data Center:
A. 1 Windows 2003 ISA 2006 Server Enterprise
B. 2 Windows 2003 – Virtual Machine - Web-Front End Server
C. 1 Windows 2003 - Virtual Machine - Index/Search Server
D. 1 Windows 2003 - Virtual Server Host - 64-Bit SQL 64-Bit Data Base -
Marathon everRun FT

My ISA Sever questions are:
1. If I first upgrade my Present (Bellevue) Data Centers ISA server to
Enterprise from Standard and put a second ISA Server Enterprise Edition
server in Seattle on a different sub-net will ISA still perform as designed
for the Array configuration.
2. Is it possible to upgrade Licensing from Standard Edition to Enterprise
Edition?
3. Which Segment should I install the Configuration Storage Server on either
Bellevue or Seattle? Or can a second instance of the CSS be installed or
replicated somehow for a fail-over scenario.
