FTP Rule on ISA 2006

I am trying create a rule to forward all ftp requests to a FTP server on the
DMZ. I have setup the FTP server with a external IP address and i have no
problems in accessing it from the internet (via the IP address). Created a
access rule on ISA 2006 to forward requests. When i try and access the the
ftp using the FQDN it takes ages to connect then displays the login box for
the FTP server (even though anonymous connections is ticked).

Checked monitoring on the ISA server and it keeps saying that the request is
denied because of the enterprise rule.

Two questions; 1. where is it taking ages for any response and 2. where is
it asking for a username and password and it does when i go straight to the
ip address?

Hopefully someone can help me.
