"Inbound" is for server publishing when a NAT relationship exists between
the source and destination.
"Outbound is for:
- all access rules
- server publishing when a route relationship exists between the source
and destination.

If it is a routed releationship would it not even be a Publishing Rule, but
just an Access Rule? Or is that a particular case where either can be made
to work?
