ISA 2006 and VPN

I am at the end of my tether once again with ISA. We have been running a 2
server farm for some months now and have been using it for VPN work among
other things. Now it has stopped working. I added a third server. When I try
to configure it as a third VPN server with its own range of IP addresses to
give out I get the error:
"Static address pool is the selected address assignment method for VPN
access but there are not enough IP addresses available for VPN connections.
To enable VPN access you must first configure the address assignment method"
Well this message is utter crap. For a start I have configured the address
assignment method. In fact I did it some months ago and it has been in use
since then. I have allocated 256 addresses to each server. There are 3
servers so that should allow for something approaching 768 VPN connections.
However it won't even let me allocate 10 or 50 or 250 or 1000 or any number
at all. What's more even though it won't let me enable VPN access so I have
to cancel all the way out the CSS then decides it can't contact the ISA
servers in the farm that it has been using for several months.
Any thoughts or advice would be appreciated.
