I am still new to ISA Server 2004 Std Edt. The article below is too
complicated for me to understand.
Would appreciate if you could provide a more simple steps on how to allow
internal user to access the external website https://209.133.125.23:8443

By default you cannot access SSL Sites on non-standard ports. SSL is
allowed only on 443 (not 8443).
