Remote secure FTP Access problem

We are running ISA Server 2006 and are trying to initiate a secure FTP
session with a client. (Regular FTP from inside the network works
fine) The intial FTP session connects but when the TLS/SSL handshake
is initiated, ISA Server is blocking it somehow. Anyone have any tips
on what to look at configuration wise?
