I tried to make it work and can confirm that ISA will "PASUSE" every few minutes if there are two external interfaces.
I am looking at a broadband bonding product from Mushroom Networks to resolve this.

The ISA 2006 does not support multiple external interfaces, so you'll need a
h/w or s/w device which aggregates links before the ISA server.
