in 2000 you could create a list of users and enable them to use messenger.

wonder if this type of functionality is back in ISA 2006.

MS didn't remove anything with respect to this.

The problem is that Signatures can only be used for Blocking,...they can't
be used for allowing,...therefore the more "restrictive" rule that you put
in at the top can't be applied to only the Messenger users while they are
using the Messenger.

Currently the Signatures only give the option of "Block content containing
these signatures". IMO the solution would be to have two options with
checkboxes or radio buttons

x. Block content containing these signatures
x. Allow only content containing these signatures

A second possible way it could be fixed could be to allow Deny Rules to
allow the same configuring of HTTP. Currently in Deny Rules you cannot
"Configure HTTP". If this is changed then you can create a Deny Rule
Applying to the Signatures for all of External and then create a list of
"allowed sites" and place them in the Exceptions. So then users who are
using those signatures are blocked to all of External except for the list of
"exceptions".
