It doesn't work like that. What you need is a Kiosk System (Internet Cafe
system),...not ISA.
FBA with ISA is for inbound connections to Internal websites (or OWA) from
users that originate out on the Internet.

In an ISA Server environment I want an HTML authentication for the
clients.
On the server I want IIS. I don't want Exchange, VPN or similar.
I only need a password when the user tries to connect to Internet.
I agree links or some type of suggestions.
