Access POP3 through ISA2000

I have a SBS2000 box that I need to allow an outside client to get their
mail via pop3. I have the POP3 service running and verified via telent that
it works internally. I am unable to connect externally via telnet. I have
configured ISA to allow POP3
I have tried to custom configure an incoming IP Packet Filter and used the
ICW to to allow incoming POP3. Neither allowed incoming POP3. I also
created a custom POP3 protocol rule to allow POP3. Still cannot connect. I
used the following paper from MS as a guide
