Thanks Phillip. I was in fact following his rules exactly and had created
an
access rule instead of a server publishing rule. I deleted the access
rule
and created the Server Publishing rule and all inbound requests appear to
be
handled correctly now.

With that said, I am now seeing outbound traffic to a
specified IP address (I am assuming it is the slingbox server that tracks
the
location of the various sling devices) on port 5678 that is being denied.
The traffic is coming from the sling box and is outbound to an external IP
address. I tried creating an an outbound access rule to allow it, but it
didn't change anything.

Assuming this is legitament communication and should be allowed....

Create a new Protocol
Name: <whatever>
Port: 5678 TCP (I assume TCP, ...you didn't say)
Direction: Outbound

Create a new Access Rule
Source: <your Slingbox>
Destination: <other external Slingbox Server>
Protocol: <Slingbox protocol created above>
Users: "All Users"

"All Users" means anonymous. The Slingbox cannot authenticate, so it must
be "All Users"
This one Rule can be expanded with other protocols and destinations as
needed. This is an Access Rule for the Slingbox itself to use,..it has
nothing to do with the inbound Server Publishing Rule that the external
sources are connecting inbound to your Slingbox with. They are mutually
exclusive.
