Yes, you can do this.
First ISP IP --> Mail Gateway/Filter --> Internal network switch --> Mail
Server on Internal network
Second ISP IP --> ISA Server --> Internal network switch --> browsing users
However, I would recommend you use ISA Server to publish mail services as
well because then you would be more secure, thanks to ISA's firewalling
capabilities.
In the above scenario, even if you have properly configured ISA server for
maximum security, your internal network is still vulnerable to attack if the
connection from the first ISP IP is not secure. This can act as a potential
backdoor.
