Unless ISA is the only path to the Internet, it can't control where your
users go.
Likely, ISA is not in that role for your environment.

I'm having a strange issue. People can access internet despite configuring
proxy or not in IE.
What's probably wrong?
Can anybodi help me tracing this out?
