Unless you've changed the defaults, 192.168.16/24 is the internal network
for a dual-homed SBS deployment.
Thus, the Linux box sitting at 192.168.16.17 is "internal".
If this isn't how your network is defined or where you've placed the Linux
machine, then we'll need to understand those details before we can offer
much in the way of assistance.

Jim,
It is not an internal computer but a linux box that is not configured with
the add computer wizard. I can ping the box through ISA and from cmd but can
not reach the box through ip address.

I am currently running an SBS2k3 with ISA2004. There are two nics in my
install with a switch on the LAN side (connected by second nic). There is
another machine that is connected to the switch that I wish all internal
users to be able to reach via the computers IP address (http). I
generated
a
rule in the firewall policy to allow all http traffic from all networks to
the computer(at the specified ip 192.168.16.17). The computer is a linux
box
that is acting as an ip pbx. The sbs is attached through the static IP
from
the ISP on its first NIC.
Any advice?
