Internal users shouldn't be using ISA to connect to an internal server.
If you have run the CEICW and "add computer" wizard correctly, your clients
already have the information they need to connect to that machine.

I am currently running an SBS2k3 with ISA2004. There are two nics in my
install with a switch on the LAN side (connected by second nic). There is
another machine that is connected to the switch that I wish all internal
users to be able to reach via the computers IP address (http). I generated
a
rule in the firewall policy to allow all http traffic from all networks to
the computer(at the specified ip 192.168.16.17). The computer is a linux
box
that is acting as an ip pbx. The sbs is attached through the static IP from
the ISP on its first NIC.
Any advice?
