a winxp computer to use the gateway
of the ISA server?
In ISA server, I made a rule and all it has is ALL USERS.
Is there an anonymous user setting?
I've never heard of SecureNAT.

Yes.
A SecureNAT Client.
SecureNAT Clients are always anonynmous.
SecureNAT Clients are not capable of authenticating, they just follow the
"network routing path".
SecureNAT Client may use the ISA but will never actually know the ISA
exists. To them it is just another "router hop".
