ISA 2004 causing slow web connection

The web browsing on the network has become slow since I installed ISA
2004.
The following is my configuration:
I have a DNS server inside the network, the ISA 2k4 machine is acting
as a stub zone DNS and it has 2 network interfaces. Both interfaces
have their DNS ip set to the ISA internal network interface.
All machines on the network have their DNS set to the ISA's internal
network interface. The ISA DNS forwarder is set to my ISP's DNS server.
I have the Firewall client installed on the client machines.
When i connect a laptop directly to the internet through the same link
the speed increases significantly but reduces once i connect through
the ISA Server, even with one machine using the connection.
Checking on the web, some suggested to disable 'Connections Limits'
under ISAServer-->Configuration-->General-->Define Connection Limits. I
did but that didn't help.
Also tried running a script recommended by Microsoft in, 839510 "You
experience slow Web browsing performance on internal client..."

This didn't help as well.
I'm now thinking of installing ISA 2k because this has caused a lot of
frustration for everyone here. Will this help or put me in worse
troubles.
