Yes you would need two IP#s for the public side. You would need a line
technology that allows for this easily (T1). Cable and DSL
connections may give you multiple IP#s but being able to deploy them
to two devices is more of a problem because those types of lines don't
have a "real" routers on them to divide it up.
None of this stuff really has anything to do with ISA itself. It would
be the same "story" no matter what firewall product you were trying to
use. This is "network design stuff".
