Don't know if this will help (I couldn't quite work out how your network rules were working from the description)
I had a similar problem (basically nothing matched the inbound traffic correctly - the protocol in question kept getting treated as unrecognized) which turned out to be because of the default setup for a three-legged installation - the rules were showing Perimeter Access as "route" with source network perimeter and destination network as external. I was using a private range on my DMZ, which was the problem - once I switched to NAT instead of route, ISA recognized the traffic as being destined for the perimeter network.
