Agreed, PPPoE does, but at the time it was my only option. I now am able to
get a different provider.
OK, I'll articulate, it isn't being blocked by my ISP or from my ISA server
to my private IP addressed server. but yes, that dosn't mean it's not being
blocked by ISA.
I recreated rules various times and even installed a new physical server to
make sure.
I've had numerous providers prior to this PPPoE connection and never had a
problem. Many places online just suggest getting a hardware firewall that
supports PPPoE with multiple static IP's. The ISP did as well. Unless
someone has another solution, I'll take it that ISA 2004 does not route the
way I'm using it with a PPPoE connection, or at least not with the one my
provider uses. they claim that other firewalls work.
Additionally, although I am not a fan of PPPoE (not just because of this
problem) I have to admit that outside of this issue, everything with the
provider has worked exceptionally.

First,...PPPoE absolutely *sucks* and it is a huge mistake to switch to an
ISP or a connection that uses it. PPPoE is design for Home Users like
Grandma sitting at her machine in the living room behind a simple DSL modem
emailing the grandchilderen,...it is not designed for a commercial
environment. I am about 90% sure that it is the root of your problem.
In testing, I had the same results with SMTP, POP, FTP if I installed the
service on the ISA server it worked (Telling me it isn't blocked).
That doesn't tell you anything. Something running on ISA is in a different
"world" than something that runs elsewhere. It doesn't prove anything is
blocked or not blocked.

Internet via the ISA server dosn't work.
Delete and recreate the Publishing Rules from scratch. But you are going to
have a problem since the External IP may change at any time (or on the ISP's
whim) and screw things up.
