ISA server and smtp mail

I have an app that has code to send mail via smtp using the localhost IIS
smtp server on the computer where the app is located on the LAN (its
advisory mail messages to admins). The code for the sending of the mail
message executes without error, however when testing by sending messages to
myself I don't receive the test messages. My environment uses an ISA server
2004 as a firewall. I can send and receive e-mail through the ISA server ok
when I use my outlook 2003.
I have no idea why my test messages sent via code are not being either
recieved or transmitted. Yet I need to work this out.
Can anyone give me an idea where to start with troubleshooting this problem?
