Publishing a telnet server

Tech Tip: Click here to run a free scan for Windows Errors and optimize PC performance

I try to to publish a telnet server (AS400) with ISA2004 but it doesn't work. I have no error.
For test, I have published a web server and this rule works.

a netstat -a -p tcp shows that isa server is not listening on port 23.

Any idea ?

Thanks
