FTP access failed

As far as I understand, because of nature of the FTP protocol, there is
no way to describe it via
common ISA server protocol definition. So there is special application
filter that handles all the FTP connections through ISA server. It is
the "FTP Access Filter".
This is turned on at my ISA 2004 server, and I verified the FTP
protocal was linked with this filter properly.
However, my users are still bing denied when trying to access a FTP
site from IE through the link of ftp://ftp.xxx.com
The log on the ISA server shows:
Failed connection attempt
(It is not a refusal...)
The message on the workstation is:
Error Code: 502 Proxy Error. The login request was denied. The logon
account might have been disabled or logon information might have
changed. Log on again to verify that the information was typed
correctly. If the problem continues, report the problem to the
administrator of the Internet server you are requesting. (12015)
Can someone give me a hint about how to fix this?
