Server publishing failure

I use an isa server 2004 as back-end server. isa knows 2 networks :
internal and DMZ.
I try to publish an internal telnet server with a listener in DMZ. I
created a publish server rule with the wizard and it doesn't work :
The error I get is :
Server publishing rule [HAAS4003 Publishing] that maps 140.123.1.3:23
TCP to 140.123.1.3:23 for protocol [Telnet Server] was unable to bind a
socket for the server. The server publishing rule cannot be applied.
The failure is due to error: 0x80070034
I checked isa server and the telnet port is not used.
Any idea ?
