Nevermind.. i figured it out.. if you goto 'configure ftp' it will allow you
to change from Read only.

Needs to be either a Firewall (Winsock) Client or a SecureNAT Client.
Web Proxy Clients cannot upload.
The FTP Filter must be configured in the particular Rule being used to
allow uploads,...by default FTP is "read-only" (download only).

Hello all..
I have a strange issue with a user using ftp to upload a file to a
remote site. I've given the user FTP rights in ISA 2004, and he can
connect just fine. When he tries to upload something he gets "access is
denied" in the ftp client. I assumed that this was a rights issue on the
remote box.. but if we try his username/password on his home machine, he
is able to upload the file..
i'm assuming it's a isa issue..
any ideas?
