Webpage Redirection

Hello Board,

I would like to setup a page that when a user tries to access a website that I have restricted that it shows a page that I created. Now I have gone into the properties of the rule that does this and on the action tab I have indicated the URL that I want it to be redirected to in the requested format. This URL is an internal server that works on my machine just fine. However when I log in as a restricted user and try to access the page, I get a different page restriction, even though the URL in the address bar is pointing to the one that I have setup.

The page basically says that the ISA is restricting the address (internal address). Two questions:

1. Is there any where else that I would need to indicate the redirect URL or is the action tab of the access rule the only place?
2. Why would it be restricting the address of the internal server?
