bad VPN client addresses from ISA




I've got ISA server 2004 installed and for the most part it seems to work fine. But when a client connects, it establishes the client at a bogus address. I checked the ISA documentation, and it says to create a file named "Locallat.txt" in:
Documents and Settings\All Users\Application Data\Microsoft\
Firewall Client 2004

with the range of addresses you want the VPN clients to have. I've done this, but ISA still hands out addresses in 169.524.x.x, which, in our network, are useless. I'm sure there's just something I'm missing.
