There is actually going to be a fix coming out shortly to fix this. Jim
Harrison from MSFT told me about it in another thread under
microsoft.public.isa.

Did you install SP2 for ISA? If so turn off the branch features,
Specifically, you should disable the following Web filters:
DiffServ Filter
Compression Filter
Caching Compress Content Filter

We are running ISA 2004 Standard in single NIC mode for
caching/proxying/access control only. We setup two firewall rules on the
server. The first rule blocks all outbound traffic (really only HTTP and
FTP) for users belonging to a certain group. The second rule allows all
users part of another group access to the Internet. Also defined on the
"Internal" network in the Domains tab there is a list of domains and IP
addresses that the clients should bypass the proxy for. This is how we
control which sites the first group is allowed to go to.
We use an automatic configuration script that is pushed down to the
machines
via a GPO. For some reason however we have a number of Windows 2000
machines (IE 6 SP1) that when they try to go to sites that are not in the
domains tab get /?%20 added to the beginning of the address. For example
if
I try to go to www.cnn.com on the machine I get http:///?%20www.cnn.com
and
it says it can't find the server. While this works to stop the user's
from
going to the sites why is it adding those extra characters? I would
prefer
it to go to the default ISA not allowed page.
Any help is greatly appreciated.
Mike
