Here is what I need to do....

Open up a port for inbound and outbound access to the internet with
restrictions to only allow my webserver IP range to get through to the
Servers files and services. There is a windows service I installed on their
server that needs to 'push' out data to our webserver. So I need a port
routed to and from their public server IP.

Any help is greatly appreciated!
