Under the Relay Agent - Do I need to add a Network Connection? If so, LAN
or Internal?

Do I need any Access Rules at all?

    ... I did this,install relay agent in the RRAS and add the interface of your perimiter network,in the relay agent properties type the DHCP server IP address and it'll work ... It requires a "service" to receive them and then to pass them on to a DHCP Server ... I have never done it with an ISA doubling as a LAN Router,...but I suspect it would require using the DHCP Relay Agent in RRAS on the ISA Box. ...
