Accessing somewhere except tcp 80 and tcp 443 ports

Hi all,
I have Isa2000 server running on MS2000 server.
My clienst only accessing tcp 80 and 443 ports.
If they need other ports can not access.
I tried to expend ssl port with isa_tpr.js .
I can add single or a range of ports and i can see what i opened.
But againg i can not access except below statndart ports.
What is my fault?
Do you have any idea?
