ISA Port Forwarding and Server Publishing

I have a question in regard to server publishing and port forwarding.
As I see it server publishing is port /application forwarding i.e. I have a
application using certian ports on a internal machine/server published to the
ISA servers external interfaces as the same or diffrent port.(Correct me if I
am completely wrong.)
So now on to my acctual question.
I have a linux DVR box (recording video streams from security cameras)
allowing clients to connect internally to them just fine on TCP port 8899 (no
port filtering' FW in the way).
Now I go and setup protocol defintions in ISA 2000 for the above TCP
connection port then I use server publishing to publish the internal IP's and
port of the linux box to the External IP's and port I select during the
wizard setup for server publishing.
If I do a packet capture on the external interfaces I see the port
acknowledge connection etc.
Which seems to indicate the Server publishing is working to a degree.
But it is not working properly; any and all advice appreciated.
