serious performance problem with isa server 2004

I have been struggling with isa server 2004 performace problems for a few
months. Basically I'm testing isa server on my home lan. I want to deploy at
for a client of mine soon. I have a 3meg pipe from charter cable. I average
2600 to 2800 down after I install isa server 2004. My speed drops to around
1200 to 1400. I have tested isa server behind a router and not behind a
router the speed problems still are the same. Right know I'm testing on a
1gig duron with 256 megs of ram and service pack 1 for isa. There is nothing
running on the box other than isa server. I have changed out hardware several
times I installed on a p 2.4 and 1gig of ddr ram and the speed problems still
did not go away. I also read about changing reg key EnablePMTUDetectionto a
value of 1 it still did not help. This can not be normal if anyone can help
me ut it would be much appeciated.
