setting up ISA server

I have 58 public computer (WinXP) and 4 servers. These are set up on a
Active Directory domain (Win2000). I want to use ISA to limit the sites the
public computers go to. Along with that I have external users that want to
connect via the internet to the resources. I want to be able to authenticate
the internet users via ID number. The resources are websites that are paid
for through special funds. In order to have people access them I would like
to have a way to see who is accessing them and authenticate them. As far as
the public computers on the internal network are concerned, I have them going
through ISA 2004. I would also like the internet users to go through the ISA
server also but have to be authenticated by some means. Is ISA what I am
looking for, or is there another product that will do better. I like the ISA
server for the internal network due to the control I have with it.
Unfortunatly I am new to the ISA server and could use all the help I can get.
