Elusive Problem Relating to FTP

Running SBS2003 sp1 with ISA2004 sp1.
Clients on the internal network have unrestricted internet access, but
having problems with them being able to upload to FTP servers. They can
successfully connect to the FTP servers, log shows FTP connection initiated.
Files can be downloaded from the servers without a problem, but when trying
to upload files, getting "access denied" errors.
When using CuteFTP 6 to try and upload, ISA log shows that an unidentified
protocol was denied from the internal network to the external network, even
though internal clients should have unrestricted access to the internet.
Also, no rule is mentioned for blocking that traffic, so I can't see why the
rule 'unrestricted internet access' isn't allowing that traffic.
When using Dreamweaver MX 2004, unlike CuteFTP, after getting the error,
"access denied", no denied traffic is shown in the ISA log. Also get the
error, "Dreamweaver cannot determine the remote server time...". Strange
thing is that ISA logs don't show any denied traffic for that either. So I
can't determine what's being blocked. I've tried specific access rules for
NTP with no success.
I'd really appreciate any help on this one.
