I had the same problem.i'm running ISA 2000 on Windows 2003 server.I looked
at your post and decided to uninstall those 4 windows updates and it seems to
work now.

The ones i uninstalled were dated 2005/04/09
KB893086
KB893066
KB890859
KB890047
