POP3 rule getting denied by default rule

We set up ISA 2004 in DMZ. We have on NIC, since we have FW infront and
behind ISA. We are using ISA to proxy mail connections.

We have OWA and RPC working BUT can NOT get POP3 to work.

We publish the rule and we see the POP3 attempt come in but it is getting
denied by the default rule. Also we doing a netstat we do not see out
interface listening on TCP/110. Any help will be appreciated.
