Ok then i would suggest the following
If you are trying to access that site from the ISA server itself, then all
you have to do is to create a Packet Filter that allows Outbound TCP
connections from "Dynamic" Local Port to "Specific" Remote Port that is
8443. Then if your browser on the ISA server is configured to use a Proxy
Server, add your site name to the list of exceptions

If you want to access the site from clients behind the ISA server then do
the following:-
1. Create a Protocol Definition name it for example "My Web Console",
specify that its TCP outbound to port 8443
2. Create a Protocol Rule that allows the above Protocol Definition to
anybody
3. If your clients are using ISA as a Proxy Server, then add that site to
the list of exceptions.

To add a site to the browser list of Proxy exceptions
1. Open IE, click on Tools menu, then Internet Options
2. Click Connections tab, then LAN Settings button
3. Press the Advanced button
4. Type the name of your site to the Exceptions box, for example if you are
trying to access http://www.somesite.com:8443, then add www.somesite.com to
the Exceptions box
