If adding the FTP protocols does work, you should be able to remove the FTP
Download and FTP Server and just leave FTP enabled becuase you don't want
them hosting a FTP server :) But no harm in trying it with all enabled for
the time being.

That should hopefully resolve your problem in the short term. I'm not sure
how large your school is but as a long term plan you may want to consider
rolling out the ISA Client to give you better control of who has access to
certain services and protocols. There are a number of documents which cover
rolling out the client, and if you have a reasonably straight forward
network layout little configuration would be required.
