blocking downloaded exe files

We're running ISA 2000 SP2 with FP1. Our users use web proxy for outbound
access to the Internet. I want to block users from downloading exe files,
but I don't want to prevent them from using web sites that have an exe file
in the name but execute it (ala cgi) rather than downloading it.
I've created a content type of Executable Files, defined as .exe. I've
created a content filter (all users except 2, always, everywhere, Executable
Files). It works, but too well. I want to allow sites that expose an exe
file in the URL but execute as script, such as
http://www.fcc.gov/wireless/public.exe?bunchofvariables. If I use the
content filter, this is blocked in addition to blocking downloads. Is there
a way to do this that only applies to downloads, not inlines?
