Is the web server on the same physical machine as the ISA server? If not
then you have to enter a server publishing rule to direct the traffic on the
UDP port to the server behind the firewall. If it is on the same server
then you have to enter packet filters.
Can you ping the ISA server from the remote site, and from ISA to the remote
site (or at least the routers)? You have an additional problem in how the
remote site knows which IP address to use if your ISA server has a dynamic
internet IP. A ping will tell you if a path exists based on your routing
tables.
