Configure Proxy to forward to internal Proxy?!

Hi,
the following problem: Outgoing proxy requests from internal clients should be forwarded to an internal proxy:
An internal client requests an address to the isa server, which is located in the internal network (routing to an extranet, located not in the red segment of the isa server but in the blue one).
I need to forward some requests to the isaserver to an forward proxy located in the internal network.
I realized, that all requests, sent to the isa server where processed by the external dns and ip configuration.
A correct internal static route is defined, also tracert is taking the correct way! But it is not used!
I defined a routing rule using a destination set located internally.
I used all 3 possibilities in ISA Server routing rule (direct connect, forward to upstream, reroute to host). No success.
Unforunately I do not understand the interaction used by the proxy:
How do the routing rule and the ip routing configuration are working together. Perhaps there is no interaction.....
Actually we solved it using a config script for the IE. Because of no central management of the IE, a central point of administration would be helpful.
