Have a look here:
http://support.microsoft.com/kb/268326/en-us
Add the IP address set related to teh modem connection to the list as
directed in that KB.

Good evening. We are in the process of deploying ISA 2006 Enterprise
throughout our environment. We have an Enterprise NLB array with multiple
ISA nodes (Celestix MSA devices). It works great but in our deployment to
users, we have hit a snag with a few of them.
We seem to have several workstations which have modems installed in them.
There is a client app on these workstations which launches, initializes
the
modem, and connects to a hosted data store medical site. The app then
uploads data to the hosted site. However, if the firewall client is
installed on one of the workstations with a modem in it, the connection
made
via modem fails. Any internet connection works as it should. There isn't
any real error reporting in the app or in any logs, so I can't easily
trace
what is going on. The app appears to be a web-based form app but the web
proxy settings do not appear to have any impact one way or another.
I have to wonder - why would or how does the firewall client impact a
local
workstation modem connection? Is there a way to exclude the modem from
the
local workstation firewall client configuration?
Thanks in advance for any assistance,
UCG
