Weird FTP client access problem

I have an internal FTP server that I publish (via ISA 2004) to the outside
world. I can access the ftp site with no problem with read only permissions.
On the flip side, I can only get write access from clients that do not sit
behind an ISA Server. In other words:
Client #1 (regular ftp client at my house) - ftp access, can read and write.
Client #2 (regular ftp client at my bosses house) - ftp access, can read and
write.
Client #3 (ftp client at another site that sits behind an ISA server) - ftp
access, can read BUT NOT write.
Client #4 (internal ftp client at our office that sits behind our ISA
server) - ftp access, can read BUT NOT write.
In cases where it will not write, I get the 550 error. I have tried it via
Internet Explorer as well as the command lien ftp client.
In both cases, I set up the ISA server so I am sure its some access rule on
the ISA server side that I screwed up. Any ideas?
