ISA2004 FWC - how to add proxy address exclusions

Using ISA 2004. I need to add an address to IE proxy exclusions (Internet
Options > Connections > LAN Settings > Advanced), but any address added here
is not 'sticking'.
I have a GPO to automatically add an exclusion to the list, but it's being
overridden by ISA 2004 Firewall Client.
Where in ISA can I add exclusion addresses?
